A route-first bootstrap trigger

The candidate front-loads route, startup, compaction, requested Skill, and trigger-match branches so the main agent scans the correct process entry before acting.

One ordered Skill Gate

The bootstrap now gives a single sequence for scanning, invoking, announcing, and following applicable Skills before the response or action.

Pressure cases co-located with routing rules

Startup, compaction, process-versus-implementation order, platform references, and instruction precedence stay visible at the routing boundary.

The full plugin suite remains intact

All 14 member Skills and the 180-entry natural package boundary stay available; only the bootstrap Skill and synchronized derivative version fields changed.
